C4ST: Canadians for Safe Technology
Founded in 2012, C4ST is a national, non-partisan, not-for-profit organization that is concerned with the health risks of wireless technology.
C4ST is a volunteer coalition of parents, scientists and citizens whose mission is to educate Canadians and policy makers about the dangers of exposures to unsafe levels of radiofrequency/microwave radiation from commonly used wireless devices and network antennas.
We work with all levels of government to create healthier communities for children and families.
C4ST Major Milestones and Activities: 2012 to 2025
Sep
2012
C4ST is founded
Oct
2013
Participated in hearings by the Royal Society of Canada’s panel reviewing Safety Code 6
Jun
2014
Participated in submissions to Health Canada regarding Safety Code 6
Spring
2015
Health Canada released Safety Code 6 (2015) without revising limits to be safer based on evidence, submitted by C4ST and EMR experts, of harm below Safety Code 6 (2009) limits. These included evidence of DNA damage and other non-thermal effects.
Jun
2015
C4ST and other experts attended hearings of the Parliamentary Standing Committee on Health (HESA) to give expert testimony. HESA Chair, Ben Lobb, tabled the report Radiofrequency Electromagnetic Radiation and the Health of Canadians with 12 recommendations to House of Commons.
2019
C4ST members were guest speakers and participated in other ways at the symposium Impacts of Wireless Technology on Health: A Symposium for Ontario’s Medical Community
2020
Co-authored a publication in the peer-reviewed journal Building and Environment: Building science and radiofrequency radiation: What makes smart and healthy buildings
Nov
2020
The US New Hampshire Commission to Study the Environmental and Health Effects of Evolving 5G Technology released its final report to New Hampshire. Frank Clegg, CEO of C4ST, was a guest speaker.
2021
Federal election – Candidates Who Care Campaign – to fully support the 2015 recommendations of the HESA report
2021
Co-authored the URGENT APPEAL to the Government of Canada to Suspend the 5G Rollout and to Choose Safe and Reliable Fibre Connections.
2021
Participated in the 4-day international EMF (Electromagnetic Fields) Medical Conference. Continuing Medical Education (CME) credits could be earned by medical practitioners.
2022
Met with Senators regarding inclusion of wireless radiation in the amendments to the Canadian Environment Protection Act, and co-authored a supporting white paper
2022
Joined citizens groups across Canada in advocating for a moratorium on the release of mmWave spectrum for 5G expansion and advocated for safer fibre optic and wired connections.
2023
Supported residents opposing proposed cell tower installations with letters and delegations e.g., at Council meetings and public consultations. Supported The International Declaration on the Human Rights of Children in the Digital Age
2024
Continued hosting public monthly meetings often with scientists and medical doctors who specialize in wireless radiation as guest speakers. Developed a questionnaire on the housing needs of those with electrosensitivity.
2025
Upcoming campaign for the federal election – Candidates Who Care where we are asking candidates to support a study by the Standing Committee on Health (HESA) regarding screen impacts on children including social and mental health as well as wireless technologies based on recommendations made by HESA in 2015. We also will be asking candidates to support a study by the Standing Committee on Environment and Sustainable Development (ENVI) regarding electromagnetic radiation and the establishment of protective guidelines for wildlife and other non-human species.
Marg Friesen
Project Coordinator for the documentary film Evicted by Wireless. Seeking Solutions for Canadians
Margaret (Marg) Friesen has a Master of Science degree in Entomology/Toxicology and a Bachelor of Science (Honours) in Zoology. She worked as a research biologist for the federal government (now retired) for more than 30 years. Research included projects in ecosystem toxicology (pesticides and heavy metals) as well as in the development and application of DNA methodology for population genetics studies on Arctic marine mammals.

Ms. Friesen’s publications include a peer-reviewed publication on making buildings safer by reducing radiofrequency radiation emissions as well as a conference proceedings review publication on effects of non-ionizing electromagnetic radiation on invertebrates, including pollinators.
Ms. Friesen has submitted numerous briefs to governments including regarding the Accessible Canada Act, Bill S-5 (Amendments to the Canadian Environmental Protection Act) and Health Canada’s Safety Code 6. Ms. Friesen is a Director of the Environmental Health Association of Manitoba and is the Environment and Biodiversity Science Advisor to Canadians for Safe Technology.
