Toronto’s general directives page on Radiofrequency fields, if you look toward the bottom of the page under regulations and policies, you can see that Toronto asks provided to limit their emission limits to 100 times less than the Canada Safety code 6.
- The City of Toronto Prudent Avoidance Policy for new telecommunications towers recommends that exposure to RFs for the general public be kept 100 times below Health Canada’s guidelines (Safety Code 6) because of the uncertainty in the available research.
Even if this limit were to be called in Montreal, no companies would have the slightest problem abiding to this standard because Safety Code is a Federal regulation.

The purpose of this protocol is to outline the local land-use consultation process and guidelines to be followed in evaluating telecommunication tower and telecommunication antenna proposals within the City of Toronto, providing guidance to the telecommunication industry, Industry Canada, City Council, City staff and members of the public.
